On Friday, July 1, 2017, the USPS filed notice with the Postal Regulatory Commission proposing new fees for non-compliance with Move Update thresholds.
Those mailers who uses a good mail service provider should have little problem with meeting the threshold and avoiding the extra 8 cent charge. But if you rent or trade mailing lists, there’s a need to ensure they are fully Move Update compliant. That means all addresses have been corrected for moves, using an approved USPS method, within the 95 days preceding the mailing.
USPS is proposing the new 8 cent fee, a new 0.5 percent error threshold, and a new census method of measuring compliance to go into effect on January 21, 2018. The 8 cent fee will apply to all non-compliant mail pieces above the 0.5 percent threshold.
January 21, 2018 is also the date when the USPS is planning to raise postage rates. In both cases, they have no Governors to approve the rate changes, so they must be relying on former Governor Jim Bilbray voting for them before he left the USPS in early December 2016.
